Handing over power to a coalition

It was not long enough ago when president Roh Moo-hyun talked about forming a "grand coalition government" with the Grand National Party. Following Wednesday's nation-wide regional elections, he says to himself, "Sure enough, the people want a coalition government, one in which I hand over power in full." He thinks so apparently because the party he wanted to share power with just swept almost all the elected positions that were available at the local and provincial level.
