Whose soverignty?

The U.S. offers President Roh - who holds a flag saying "sovereignty" - wartime operational command of the Korean military.

"Here you are, go ahead and take it," the U.S. says. "But now, let’s not forget about footing more of the bill for U.S. troops stationed in Korea, okay?"

Korean troops still stationed in Iraq ask, "Won’t you take us back, too?"
