People who have just purchased "fish bread," a fish-shaped pastry filled with bean paste and sold on street corners, walk away with their purchase, expecting to find substance to the investigations into the "Sea Story" gambling scandal and the Lone Star Funds case.

But they do not find the high ranking officials being held accountable, as they thought they would, to which the prosecutor selling the fish bread says, "Who ever found fish in fish bread?"
