Igniting trouble

U.S. president George W. Bush looks on as Korean president Roh Moo-hyun, caged with other Koreans, keeps making one concession after another to the U.S. in the current negotiations on a free trade agreement (FTA). The concessions are represented by a lighter he holds.

It is believed that a recent fatal fire at a government detention facility for illegal aliens was deliberately started by one of the detainees.
