The National Assembly Legislation and Judiciary Committee was in session when representative Roh Hoe-chan of the Justice Party abruptly got to the floor to make a point on Oct.19: “I will lay down. People are living here,” he said as he spread a newspaper and laid down to showcase overcrowding in parts of the South Korean prison system. In December, the Constitutional Court found conditions at the Seoul Detention Center - in which inmates had an average space of little more than 1sq.m/person - to be in violation of the law, and Roh has called for an investigation to begin by the Board of Audit and Inspection. He went on to say, “Former President Park alleges human rights violations, but she stays in a place that is more than 10 square meters, or ten times bigger than the average inmate's.
