The civic group Korean Animal Rights Advocates (KARA) began promoting the Yellow Ribbon dog campaign on Nov. 27. The goal of the campaign is to raise public awareness that certain dogs need more space when they are out walking due to health issues, bad experiences with people, training, etc. The yellow ribbon can help inform people that the dog needs space and should not be approached.
