Woo Byung-woo, the presidential secretary for civil affairs, was arrested on Dec. 14 after the Seoul Central District Court issued an arrest warrant for his involvement in ordering the National Intelligence Service to illegally spy on public figures and government officials. Woo denied the charges, claiming that he was simply performing his duties as a presidential aide. The arrest warrant was issued after two previous requests from prosecutors were rejected in February and April, with a judge stating that there were concern that Woo might try and destroy evidence related to the charges.
