Following criticisms of “pen-pushing safety,” the Ministry of the Interior and Safety has announced that it will not enforce its safety law that requires bicycle riders to wear helmets, nor will it punish violators. In a telephone interview with The Hankyoreh, a ministry official clarified that “it has settled with the National Police Agency that although the use of safety helmets is required, the police will not enforce the law.” A judge in the Seoul Central District Court mentioned this makes the law a “mere declaration,” adding it is rare for laws to not include measures for enforcement.
