South and North Korea plan to stage three days of joint private-government events in Pyongyang beginning on Oct. 4 to honor the 11th anniversary of the October 4 Summit Declaration of 2007.

“A meeting of inter-Korean joint liaison office directors was held from 10 to 11:45 am on Sept. 28 at the office’s conference site in Kaesong,” the Ministry of Unification announced on Sept. 28.

“South and North agreed [during the meeting] on holding an 11th anniversary commemorative event for the October 4 Declaration from October 4 to 6 in Pyongyang, with around 150 South Korean delegation members attending,” the ministry said.

The meeting was attended by the office’s South Korean director, Vice Minister of Unification Chun Hae-sung, and its North Korean director, Committee for the Peaceful Reunification of the Fatherland (CPRF) Vice Chairman Jon Jong-su. The two sides also reportedly held comprehensive discussions the same day on issues related to implementation of the Pyongyang Declaration from earlier this month.

“[The two sides] agreed to continue using the inter-Korean liaison office to discuss practical matters related to the October 4 Declaration 11th anniversary event,” the ministry said.

“In the future, the inter-Korean joint liaison office will be used for close discussions on various matters in inter-Korean relations, including implementation of the Pyongyang Declaration,” it added.

The joint inter-Korean event to mark the October 4 Declaration’s 11th anniversary would be the first in the eleven years since the declaration was adopted. Shortly after the declaration’s adoption, conservative administrations were elected in South Korea with the presidencies of Lee Myung-bak (2008–13) and Park Geun-hye (2013–17), during which time no joint events were held.

In their Pyongyang Declaration adopted on Sept. 19, South Korean President Moon Jae-in and North Korean leader Kim Jong-un agreed to “hold meaningful events to celebrate the 11th anniversary of the October 4 Declaration.”
